Husband of Janette Ermalyne Legge. Son of John Henry Evans and Kate M. Mulford. Father of John Charles Evans, Janice Mulford Evans and Roberta Spafford Evans. When he was born, his father was US lieutentant governor of the Philippines' mountain provinces. His boyhood acquintances numbered such men as General Douglas MacArthur, General Leonard Wood, General Arthur MacArthur and General John J Pershing. He moved with his parents to Las Cruces, New Mexico in 1916. Graduated with honors from New Mexico College of Agriculture and Mechanical Arts in 1933. He was a maintenence superintendent with the Michigan state highway department immediately following college, and then became the highway engineer in Branch County, Michigan in 1936. Served the United States Army in World War II. In 1942, he joined the Army Corps of Engineers as a lieutenant. He was in charge of military construction in northern Indiana and southern Ohio until the fall of 1943, when he went to England. There, he was a major and a staff officer for the 1115th Combat Engineers Group and helped plan the invasion of Normandy in June 1944. He was wounded in Germany in December 1944. In 1946, he was discharged as a lieutenant colonel. Became engineer-superintendent of the Ingham County Road Commission in Ingham County, Michigan, in November of 1946. In 1951, he was appointed by Governor G. Mennen Williams as Ingham County Civilian Defense Director. He served in several capacities on the County Road Association of Michigan, including serving on the Board of Directors. He was also president of the Association of Southern Michigan Road Commissioners. Was inducted into the Michigan Road Commission Hall of Fame.
