Presidential Cabinet Secretary. Born in DeSable, Prince Edward Island, he moved to California with his family in 1871. Studying law at the University of California Berkeley, he was admitted to the bar in 1888 and soon afterwards became a journalist for the San Francisco Chronicle. From 1891 until 1894 he served as owner and editor of the Tacoma Daily News. Returning to San Francisco to practice law, he was elected City Attorney in 1899 and served until 1904. In 1902 he made an unsuccessful campaign for Governor of California and in 1903 unsuccessfully ran for Mayor of San Francisco. In 1906 he was appointed to serve on the Interstate Commerce Commission by President Theodore Roosevelt. In 1913 he left the commission when he was appointed Secretary of the Interior on the cabinet of President Woodrow Wilson, a post he held until 1920.
