James was born in New Kent County, Virginia, which later became King & Queen County. He died in Orange in King & Queen County, which later became Orange County.

James Taylor II married Martha Thompson on February 23, 1699 in Virginia. James II was granted 13,000 acres of land in what became Orange County and he built Bloomsbury about 1722. He divided his vast holdings among his male children. George received Midland (now Yatton), James III got Bloomsbury, Erasmus got Greenfield and Zachary got Meadow Farm. There is no proof that James II and his wife, Martha, are buried here at Hare Forest, but it fits since James II's father received the Hare Forest land from land patents and James II inherited it and lived and died there and it is in St. Stephens Parish, near the border of Drysdale Parish.

James and Martha had 9 children, 6 of which are linked to them on their memorials. The other 3 are:
Tabitha Taylor 1713-1794, who married Thomas Wilde in 1756
Hannah Taylor 1718-1762, who married Nicholas Batille/Battaile
Mildred Taylor 1724-1790, who married Richard Thomas in 1753
