Augusta Virginia was the only child of Dr. Daniel Wagoner and Susan (Steinberger) Wagoner. She was probably born in Indiana. The exact date of her birth is unknown. It might have been August "18"; it might also have been "July 31"; and the year might have been "1858". At the time of her marriage on 30 April 1879 to Robert Oliver Neill she was residing in Carroll County, Missouri. (She was said to have had a "bit of a Missouri accent").

With Robert, Augusta became the mother of 8 children: five daughters and three sons. Only her youngest child, a boy, did not live to maturity. He died of polio in
Spokane at the age of three.

Augusta died during a visit to her previous home in Spokane, Washington. At the time of her death she had been living in Ely, Nevada, with her husband, Assemblyman Robert O. Neill and family.

Robert Oliver Neill greatly missed his wife, friend and companion of so many years. She had shared the rough life of "boom and bust" during his mining years. But she had enjoyed the honor of sharing his political life, as the wife of an Idaho State Senator and Assemblyman (Shoshone County), and Nevada State Assemblyman (White Pine County).

Augusta Virginia Neill was much loved by all her family. Her son, William Green Neill, gave his only daughter (Leatha Virginia Neill) the middle name "Virginia", in honor of his mother. (Her first name, "Leatha", was in honor of his wife's (Ella May (Brundage) Neill) mother: Leatha May (Webb) Brundage. Thus, Leatha Virginia Neill was named in honor of both of her grandmothers).
