US Congressman. During the Civil War, he served in Company B, 25th Ohio Volunteer Infantry from 1861 to 1863. After the war, he studied law at Mount Union College, was admitted to the bar and commenced to practice law in Flushing, Ohio. He was Mayor of Flushing, in 1867, prosecuting attorney of Harrison County, a member of the Ohio State Senate, and Ohio Attorney General. He was one of the organizers of the Ohio State bar Association, serving as chairman in 1908 and elected as a Republican to the Sixty-first Congress, serving from 1909 to 1911. In 1915, he was elected to the Sixty-fourth and Sixty-fifth Congresses, serving until 1919. Declining to be a candidate for re-nomination, he resumed the practice of law until his death.
