RABER, EDWARD M., 82, 210 Osceola Ave., Clearwater, died Wednesday (Sept. 27, 1978). He came here 16 years ago from his native Cincinnati, where he was president of Raber Products Co. food processors, and a member of the Church of the Redeemer, the Cincinnati Scottish and the Masons. He helped charter the city of Bellaire Bluffs, served on the first town council, where he was chairman of the building committee and was the primary driving force behind acquiring the town's Town Hall. He was a member of Clearwater Country Club. Survivors include his wife Emily C.; a daughter Katherine Foote, St. Simons Island, Ga., and two grandchildren.
