Eliza was the daughter of Giles Anthony and Elizabeth Chase. The Anthonys were Quakers.

Eliza Anthony of Portsmouth, Newport, Rhode Island married Daniel Phelps of Cambridge, Washington County, New York on September 20, 1820, in Washington County.

In 1860, Eliza and Daniel were living in Colony Township, Delaware County, Iowa. They had a Colesburg Post Office address, which is located at the northern part of the township. Daniel Phelps was a farmer, owning land, wife Eliza, their daughter, Elizabeth age 20, born Indiana, son Seneca age 26, daughter-in-law Amanda, and granddaughter, Adelphia age one. Living next door was their son-in-law William Hulbert and their daughter Alsina.

After her death, in 1870, Daniel Phelps was continuing to live in Colesburg, Delaware County, Iowa with his daughter Alsina and son-in-law William Hulbert. Also living with the family was Alphonso Kenyon, who was her nephew, from her daughter Melissa (Phelps) Kenyon.

Eliza and Daniel had 12 children:
