William Hodges Mann (1843 - 1927) Governor of VA 1910 - 1914 and also known for refusing to commute the sentences of Floyd and Claude Allen as well as Virginia Christian, the first woman electrocuted in VA. Despite the bad press he has received, he actually was responsible for legislation to build 350 high schools and close 800 saloons in VA. Despite rumors, the Mann Act was not named for him. (It was named after Congressman James Robert Mann.) His second wife was Etta Edloe Donnan (some 18 years his junior) who wrote a book about her 4 years in the Governor's mansion.
