He was elected as a Democrat to the United States House of Representatives to represent first Massachusetts 12th Congressional District from 1928 to 1963, then the 9th Congressional District from 1963 to 1971. During his tenure he served as the 45th Speaker of the United States House of Representatives from 1963 to 1971. His 42 years in Congress makes him one of the longest serving members of that body.
