U.S. Congressman. Elected to represent Vermont's 1st District in the United States House of Representatives, serving from 1925 to 1931.
President, National Life Insurance Company of Vermont. Attended local schools and worked on family dairy farm. Graduate, St. Albans High School, 1898. Graduate, Middlebury College, 1903. Lifelong dairy farmer and cattle breeder. St. Albans Town Auditor, 1911-12. President, American Jersey Cattle Club. First farmer with 100-cow herd to average more than 600 pounds of butterfat in one year. Vermont Agriculture Commissioner, 1913-24. Member, World War I National Agricultural Advisory Committee and United States Food Administration board, 1918. Trustee, Middlebury College, 1922-60. Elected to Board of Directors, National Life Insurance Company, 1925. Elected to Congress as a Republican, 1924, and reelected in 1926 and 1928, serving March 4, 1925 to March 3, 1931. Appointed to Reconstruction Finance Corporation board, 1932. Chairman, Vermont Banking Advisory Board, 1933-36. President, National Life Insurance Company, 1937-48. Convinced future Governor Deane Davis to leave judgeship and become company's general counsel, beginning Davis's association with company of which he later became President. President, Franklin County Savings Bank and Trust Company, 1944-57, and Chairman of the Board, 1957-62.
