Wyoming Governor, U.S. Senator. He graduated with a law degree from the University of Wyoming in 1934, established a law firm in Rawlins, Wyoming, was the Rawlins City Treasurer, (1935-40) and Carbon County Attorney, (1939-42). During World War II, he served as a Captain in the U.S. Army, European Theater of Operations. After he was again Carbon County Attorney, (1946-49) and appointed U.S. District Attorney for Wyoming by President Harry Truman, (1949-54). In 1958, he was elected as a Democrat the 24th Wyoming Governor, serving until he resigned in 1961. He was then appointed as a Democrat to the United States Senate to fill the vacancy caused by the death of Senator-elect Keith Thomson, serving (1961-62). An unsuccessful candidate for election, he was appointed a judge on the U.S. Tenth Circuit Court of Appeals in 1966 and served until his death.
