He was the son of Lewis A. and Julia Visocki Belcher. He was a member of Holy Trinity Russian Orthodox Church Wilkes-Barre. He attended Plymouth High School and served in the 165 MP Battalion, Plymouth and the Marine Corps League, Miner Mills, PA. He was also self-employed as a general contractor.
He married the former Joan King.
He had a sister who is Helen Belcher Savage.
The funeral was held from the Yeosock Funeral Home, Main Street, Plains Township, June 26th with a requiem service in Holy Trinity Orthodox Church with internment in Fern Knoll Burial Park, Dallas, PA.
