Dr. Allen was the former president of the National Pharmaceutical Association, former administrator of Richmond Community Hospital, member of the Virginia Board of Pharmacy, member of the Virginia Board of Health, member of the Richmond Medical Society, past National President of Chi Delta Mu Medical Society and the past president of the Rubicon Board. He organized the pharmacy at Central State Hospital. Dr. Allen was a decorated World War II Navy veteran and a deacon at Fourth Baptist Church.
