U.S. Army Air Forces brigadier general (though some accounts show him reverted to colonel) and air power pioneer. West Point graduate in 1915, served with General John J. Pershing in Mexican Punitive Expedition of 1916. In World War I, served in France, Italy and England and took part in campaigns in the Aisne, St. Mihiel, Meuse-Argonne and Somme and witnessed the Italian defeat at Caporetto. Commanded Third Attack Group in its move from Galveston, Texas, to Barksdale Field, La. From 1938 to 1942 was chief of operations for General Headquarters Air Force. Commanded training bases in the United States 1942-1943. Also during World War II, helped General Claire Chennault establish the Flying Tigers in China, established U.S. India-China Ferry Command and met and escorted General Joseph Stillwell out of Burma. Chief of staff and later commander of the 10th Air Force in China-Burma-India theater of the war, then made chief of staff of the 13th Air Force, also in CBI. Varied accounts of his departure from CBI and apparent demotion to colonel. Killed in an airplane crash in Oregon in September 1944 while commander of the 317th Wing of the Fourth Air Force.
