On April 7, 1912 as Laura Burleson, she married Richard V.W. Negley at Washington, District of Columbia.
She was an advocate of suffrage and her first public speech was on its behalf at a 1912 pro-suffrage event in Washington, D.C. In 1928 she was the first woman elected from Bexar County to the Texas State Legislature. After her term ended in 1931 she did not pursue re-election.

Funeral services are pending for Mrs. Laura Burleson Negley, 82, one of the first women to service in the Texas House of Representatives. Mrs. Negley, 310 Paseo Encinal, died Tuesday. A graduate of the University of Texas, Mrs. Negley and her sisters later endowed a Chair at the University's School of Law. She served in the Texas House in the early 1930s. Her late father, Albert Sidney Burleson, served for eight terms in the U.S. House of Representatives and was Postmaster-General under President Woodrow Wilson.
Mrs. Negley is survived by her husband, Richard V.W. Negley; one son, William Negley of San Antonio; sister, Mrs. Bryant Smith, La Mesa, California; three grandchildren and one great-grandchild.
