US Congressman. He graduated from Amherst College in 1903 and received a master's degree from Harvard University in 1906. From 1913 to 1917 he was Librarian of Boston's Museum of Fine Arts, and received a graduate degree from Boston College in 1915. In 1917 he became Massachusetts State Librarian. During World War I he was a Lieutenant in France with the First Infantry Division and later served at the American Expeditionary Force Headquarters. He served as Assistant Military Attache in Belgium from 1919 until his discharge from the Army, after which he worked for the US Department of State, serving in Constantinople and Paris. Settling in Hancock, New Hampshire, Stearns served in the New Hampshire House of Representatives from 1937 to 1938. In 1938 he was elected to the US House of Representatives as a Republican and served three terms. In 1944 Stearns ran unsuccessfully for the Republican US Senate nomination. He then became involved in overseas educational endeavors, also serving as a Delegate to the Republican National Convention in 1948. In 1948 he moved to Exeter, where he lived in retirement.
