It was established on land owned by one of Chelsea's first settlers named Thomas Brigham. He donated the land to the parish in 1841 and formal authorization by a bishop to establish a cemetery was formally given in 1847. Grave markers of the cemetery and names listed in records are only partial indicators of this cemetery's population as over 1600 parishioners have since been interred.
A wooden church was consecrated on the land in 1840 and the Baroque revival-style stone church now seen next to the cemetery was built between 1879-1883. Its architect was self-taught Reverend Father Joseph Michaud who also designed the similar St. Joseph's Co-cathedral in Vermont. The spire was later added in 1865 by master carpenter Richard Tobin.
The cemetery is owned and maintained by St. Stephen's Parish (established in 1845) and both parish and cemetery are named in honor of the patron saint of the same name who is known as the first Christian martyr.
