Tom L. Johnson was elected Mayor of Cleveland in 1900 and viewed Erie Street Cemetery, located downtown, to be counter to his vision of what the city should be. The land was viewed as being worth millions of dollars for development and as a streetcar turnaround and road extension. As a solution, the city passed legislation to purchase land in Warrensville Township to create a new city cemetery, Highland Park Cemetery. At the same time, a separate cemetery was created nearby for the burial of the indigent, Cleveland Memorial Park (or Potters Field). The receiving vault at Highland Park serves both cemeteries. The cemetery opened in 1904 and the chapel, mausoleum, and crematorium were built in 1926-7. This was the first municipally owned and operated mausoleum and crematorium in the United States.
