Nixzmary (nicks-mahr-ee) Brown was a beautiful little girl born to a Puerto Rican mother, Nixzaliz Santiago, and a Pakistani father, Abdurrahman Mian. At the time of her birth in the state of Connecticut, her mother's boyfriend, Edward James Brown, helped Nixzaliz pick out a name for her new daughter. Nixzmary's name is a combination of her mother's name, Nixzaliz, and her grandmother's name, Maria. Nixzaliz Santiago and Edward James Brown had two children, a boy named Edward Brown Jr. and a little girl named Selena Brown. Nixzmary, the second to oldest child, also has an older brother named, Javier Batista.

Nixzmary lived in Connecticut where she was loved and taken care of up until she was three years old. Her mother then moves back to her family's home in Aguadilla, Puerto Rico. Nixzmary was said to be happy in Puerto Rico where she was surrounded by plenty of sunshine, family and fun. She would often play with her little toys in the courtyard of her family's home.

In 2003, Nixzaliz Santiago moved the family to New York City where she met and married Cesar Rodriguez. They moved to the Bedford-Stuyvesant section of Brooklyn and had two children, a boy named Cesar Augustine and another little boy named Cesar Gabriel. Nixzmary attended P.S. 256 and was in Ms. Jamila Bush's second grade class, where she was well liked by everyone. "She was beautiful", said Ms. Bush, of Nixzmary. Nixzmary had already decided at seven years old that she wanted to become a doctor. She loved math, she loved drawing and writing stories about her friends. Even though she was frail and weak, she was still fast and graceful. She played ball, she played tag, she played Double Dutch. On January 11th, 2006, seven year old Nixzmary Brown was murdered by her stepfather, Cesar Rodriguez, for taking a strawberry Jello Pudding Snack from her family's fridge.

After her death, the mayor of New York City, Michael Bloomberg, ordered a complete overhaul of ACS and a law was passed in New York State called "Nixzmary's Law", mandating anyone convicted of murdering a child to be sentenced to 25 years to life without the possibility of parole.

Nixzmary was not only beautiful physically but she was also a beautiful human being. Once her friend, Mya Thomas, came to school with no snacks and grew hungry. Nixzmary, not having much herself, shared her precious pretzels with her friend so she wouldn't go hungry.
