This is the second Jewish cemetery to be built in New Orleans. It opened in 1846 on land purchased and donated by Judah P. Touro, shortly after Spanish-Portuguese Jews organized the Congregation Nefuzoth Yehudah (Dispersed of Judah). Merged with Congregation Gates of Mercy in 1881, the name was changed to Congregation Gates of Mercy of the Dispersed of Judah. In 1937, the name of the congregation was changed to Touro Synagogue.
