Please be aware than many burials were in areas owned by private burial societies, and overseen by them. Most burial societies are no longer existant and most did not share their burial records with the office. Hence, many burials in the cemetery may not have grave location records available to the office. A photo request would then most likely be fulfilled by someone taking general photos in the cemetery, if a location isn't known.
