The Old Lowndes County Poor Farm/Pauper Farm was established after Thomas James Burgsteiner donated the 50 acres of land on 24 October 1881 to the County Commisioners.
This site served as the county porr farm until after May 1900 when it was moved to the site on the Withlacoochee River near Double Bridges
County Commissioners were recommending the establishment of a county poor farm as early as November 1874.
The Old Lowndes County Poor Farm was located off of Bemiss Road between Pineview Drive and Randolph Street.

The graves were not well kept when the farm was active. By 1911, the graves were being uncovered by animals.
"Varmints Picked Human Bones,
Mr. Jasper Mathis, who resides up where the old pauper farm used to be, was in the city Saturday and stated that several of the graves at the old grave yard near there had caved in and that varmints have scratched out the bones of some of those who were buried there.
Mr. Mathis says that he has appealed to the county commissioners to have the graves fixed, but they have not done so a yet."
