Originally planned as the execution site for residents of the Riga ghetto to provide room for incoming deportees from Germany and other Reich territories.
However the first executed were those from the first transport of German Jews to Riga. The transport departed Berlin on Thursday, November 27, 1941 and arrived in Riga on Saturday, November 29, 1941.
As there was no room for them, they were brought to Rumbula the next day and executed. By the end of the day, an additional 13,000 elderly, sick and young from the ghetto had been executed.
On December 8, 1941, an additional 12,000 from the ghetto were shot for a total of approximately 27,000 over the 2 days.
There are six mass graves at the site.
