Monmouth Council closed St Mary's Churchyard for burials in 1851 and opened Monmouth Cemetery in its place. Decaying human remains had started to appear above ground due to the raised height of the overflowing churchyard. Residents in neighbouring Whitecross Street suffered a high mortality rate. There were also unpleasant odours emanating from the churchyard.
