The cemetery was constructed in 1859 by Boston's Temple Israel, the first synagogue established in Boston. Two other Boston congregations established cemeteries outside the city in Lynn and Brookline.

The earliest stones are located, as are those in the adjacent Lakeview Cemetery, near the water. Unlike that cemetery, however, which is laid out in romantic curving paths and gently rolling landscape, Temple Israel Cemetery is laid out on an orderly grid on flat land and is planted primarily with low growing shrubbery.

The Massachusetts Historical Commission refers to this cemetery in MACRIS as WAK.800 Temple Israel Cemetery.

This cemetery is referred to as GR3 Jewish Cemetery in the "Vital Records of Wakefield Massachusetts to the end of the year 1849."
