This facility opened as the Illinois State Colony for Epileptics on May 1, 1918. Originally intended to house and care for epileptics, it eventually included care for the mentally underdeveloped as well. It was then renamed Dixon State Hospital and later Dixon State School. The Department of Mental Health took control of Dixon State School in 1961 and changed its name to Dixon Developmental Center in 1975.

The first burial in this cemetery was in 1920 and the last burial was in 1979. A total of 2,189 persons are buried here. Headstones were erected from 1920 through January 4, 1949 (burial number 1,076). Burials after that date have flat grave markers through the final burial on October 3, 1979 (burial number 2,189). Starting with burial number 272 most headstones or flat grave markers have the burial number engraved on them. Burial numbers run consecutively by date of death so finding a grave is very easy as both headstones and flat grave markers have the name and date of death engraved. Most flat markers are also engraved with the date of birth. Note that many of the older headstones are becoming difficult to read.
