During the American Civil War, Camp Curtin was the primary point of training, organization, and dispatch for Pennsylvania volunters. Harrisburg's advantages as a railroad junction within a Commonwealth of undivided loyalty and its proximity to Washington invited troops from Maryland, Michigan, Minnesota, New Jersey, New York, Ohio, Wisconsin and the Regular Army to use Camp Curtin.Following a major battle, the calamitous number of wounded soldiers who were concentrated in a small area demanded desperate ingenuity. One solution was dispersing the less severely wounded from places like Gettysburg and Sharpsburg to faraway places like Camp Curtin.The 155 wounded men who remain in Harrisburg Cemetery were not expected to die at the nearby Camp Curtin Post Hospital. For example, Pvt Alexes H. Bortman of the 125th Pennsylvania Volunteer Infantry was shot in the hand at the Battle of Antietam and, at worse, would have been expected to lose only a forearm. When he and the others gave the last full measure of devotion, slow communication with their families and, perhaps, their families' lack of means left their remains in the care of the Commonwealth of Pennsylvania. The Commonwealth provided them with a permanent home in the recently opened (1845) Harrisburg Cemetery.
