Some reasons for doing this are record keeping, avoiding existing burials with modern grave excavations, mapping, discrepancy resolution, headstone installation, or the cemetery just happens to be adjacent to another survey being performed.
It's a process of comparing old maps of what was intended with what was actually done, and mapping what was found for future generations.
