If ANYBODY wants me to transfer management of a memorial to them, I'll be more than happy to do so. If you ask for management of a memorial that is in my family, I'd let you know that I won't transfer unless you are more closely related than I am. I don't believe in keeping memorials from family members or going against family wishes.
