Dr. Andrés Ibáñez studied law at the University of Saint Francis Xavier in Sucre, Bolivia and dedicated himself to politics and the legal profession. As Secretary of the Prefecture, he authorized the creation of the cruceña (Santa Cruz, Bolivia) flag with its green and white colors. Ibáñez was a Santa Cruz city councilman in 1868. Suarez, Gen. Hugo Banzer b. May 10, 1926 d. May 5, 2002 Bolivian President. Born in Bolivia, Banzer Suarez was twice president of that country. In 1971, he organized a military coup and took full control of the country as dictator. During his dictatorship that ran from 1971 to 1978, more then 3000 political opponents were arrested and 200 killed including former president Juan Jose Torres Gonzales.
