Garrard, James b. January 14, 1749 d. January 19, 1822 Governor, Revolutionary War Officer. He was the second Governor of Kentucky, from 1796 to 1804. The Virginia native served with distinction as a Colonel in the Continental Army during the Revolutionary War. He was called away from the army to an become an appointed representative for the Virginia House of Delegates in 1779 until 1883 when he emigrated to Kentucky.
