A Major in the British Army,he was Deputy Commissioner at Peshawar, India, during the Second Afghan War of 1879. He negotiated the Treaty of Gandamak that ended the first part of that war, and was then placed in command of a British Residency in Kabul, Afghanistan. At Nawa Kili, in Upper Swat, India, August 17, 1897, Lieutenant Maclean with two other officers and five men of the Lancashire Fusiliers came under heavy enemy fire.
