Willis, Francis b. January 5, 1745 d. April 3, 1829 US Congressman. He was born in Frederick County, Virginia and was educated in Brunswick and Berkeley Counties. Willis enlisted for the Revolutionary War in 1777, was commissioned as a Captain and commander in a company of Grayson's Dragoon's, and rose through the ranks to Colonel and commander of a regiment.
