Donley, Joseph Benton b. October 10, 1838 d. January 23, 1917 US congressman. Elected as a Republican to represent Pennsylvania's 24th District in the Forty-first Congress, he served from 1869 to 1871. An 1859 graduate of Pennsylvania's Waynesburg College, he was initially a teacher at Abingdon College in Illinois (1860 to 1862). In 1862 he joined the Union Army as a Captain in the 83rd Regiment of the Illinois Volunteer Infantry, and served throughout the Civil War.
