  US Representative from Pennsylvania. In 1924 he graduated from the University of Pittsburgh and was a teacher in the high schools of Homestead and McKeesport, Pennsylvania from 1924 to 1928. From 1942 to 1946 he served as mayor of McKeesport and was elected as a Democrat to the Seventy-ninth Congress on May 21, 1946. Reelected to the Eightieth, Eighty-first and Eighty-second Congresses and served as chairman, Select Committee on Lobbying Activities until his death.
