Smith, Elmo Everett b. November 19, 1909 d. July 15, 1968 Elmo Smith was born in Colorado on Nov. 19, 1909. In 1948 he was elected to the Oregon State Senate, where he worked on a weight-mile tax for highway usage. As President of the Senate, he became Governor of Oregon upon the death of Gov. Patterson in 1956. Elmo Smith served as Governor of Oregon for only a year, failing in a reelection bid. He then returned to publishing, purchasing the Albany Democrat Herald among other papers.
