Foote Jr., Wallace Turner b. April 7, 1864 d. December 17, 1910 US Congressman. Elected as a Republican to represent New York's 23rd District in the Fifty-fourth and Fifty-fifth Congresses, he served from 1895 to 1899. The son of a prominent iron manufacturer, he graduated as a civil engineer from Schenectady's Union College in 1885 and from Columbia Law School in 1888.
