High, Frank Charles b. 1875 d. December 13, 1966 Philippine Insurrection Congressional Medal of Honor recipient. Served as a Private, U.S. Army, Company G, 2nd Oregon Volunteer Infantry. Near San Isidro, Philippine Islands, on May 16, 1899, he with 21 other scouts charged across a burning bridge, under heavy fire, and completely routed 600 of the enemy who were entrenched in a strongly fortified position. His searching verse was read at the 1984 dedication of the Vietnam Veterans Memorial in Washington, D.C. Born Stephen R.
