Phelan, Michael F. b. October 22, 1875 d. October 12, 1941 US Congressman. A graduate of Harvard University, he was admitted to the bar in 1900 and commenced practice in Lynn, Massachusetts. He served as a member of the Massachusetts State house of representatives in 1905 and 1906. In 1913, he was elected as a Democrat to the Sixty-third and to the three succeeding Congresses serving until 1921.
