Evans, Melvin Herbert b. August 7, 1917 d. December 1, 1984 US Congressman. Governor. Diplomat. Born in Christiansted, St. Croix, Evans received bachelor's and medical degrees from Howard University and became a physician. He later received a master's degree in Public Health Administration from Howard. He was Virgin Islands Health Commissioner from 1959 to 1967. In 1969 President Nixon named him Governor of the US Virgin Islands, the last person appointed to the position, and he served from 1969 until 1971.
