  Served as Treasurer of the State of Delaware from 1899 to 1901. Elected to one term as the U.S. Congressman from Delaware and served March 4, 1901 to March 3, 1903. Elected to represent Delaware as a United States Senator to fill an unexpired term and served from March 4, 1903, to March 3, 1905.
