Arsht, Roxana b. 1915 d. October 3, 2003 Judge Roxana Cannon Arsht was the first female judge in the history of Delaware. She made history when she was appointed by Governor Russell W. Peterson as a judge of the Family Court in 1971. At the age of 56, she was the first woman to hold a judicial position in Delaware.
