  U.S. Congressman. Served in the Delaware State House of Representatives from 1940 to 1942 and the Delaware State Senate from 1942 to 1946. Appointed by Governor Elbert N. Carvel as Secretary of State for Delaware and served from 1949 to 1953. Elected to represent Delaware in the U.S. Congress too four (4) terms and served from 1955 to 1957 and from 1959 to 1967.
