Born in the town of Zebau (today called Cebiv), Bohemia, Frank was the son of Mathias and Theresia (Lotter) Lugert. He came to the United States in 1883 (age 13) to join his older brother Joe Lugert in Wisconsin and to avoid conscription in the Austro-Hungarian army. He and his brother Charles lived together in Cherokee, Iowa with their younger sister Theresia. He participated in the Oklahoma Run and was living in Perry with his wife Katie in 1900, where he ran a saloon there. When the Kiowa-Comanche-Apache lands opened through land lottery, Frank had a winning number. He built a general store on his land and founded the town of Lugert, running the post office and train station. In 1912,a tornado destroyed much of the town but left the Lugert General Store standing. When the W. C. Austin Dam was built in 1947, the town of Lugert was covered by Lake Altus. A self made man, he epitomized the pioneer spirit.
