William was born to Capt. John George and Mary (Oldden) Simpson just at the start of the American Civil War. Since William's father served during most of the Civil War and died within months of his discharge from the military William never really knew his father. After his mother married again in 1869 William was then raised by his step-father George Wallace Lockwood. William was brother to John George (who died at birth), Harry Burling (who died at 3 months) and Florence Perrine Simpson Prince McGann. On March 14,1889 William married Isabel Tibbits Dutcher. William was father to Mortimer Dutcher Simpson and Florence Simpson. Like his father, William died young, at the age of 33 years, leaving his children fatherless. On his death certificate he was listed as a salesman.
