He was born on 1/3/1934 in Ogdensburg, a son of James and Margaret (Kyle) Harper. He attended school in Morristown and graduated from Ogdensburg Free Academy.

He married Yvonne Martin on 6/6/1959 in Cornwall, Ontario.

He then entered the US Army from 1956-1958 in active duty and the reserves from 1959 – 1960 serving in Korea.

He was employed by Hammond Lane Mechanical as a pipefitter, and worked on major projects at Claxton Hepburn Medical Center, Ogdensburg School District, Ogdensburg Correctional Facility and the Oswego Nuclear Plant during his career.

He was a member of the United Association Local 73 Plumber & Pipe Fitters Union in Oswego, the Ogdensburg Elks Club and Am Vets.

Surviving was his wife; three sons Daniel (Christine), Dennis (Larie), and Richard (Natalie); two daughters, Mrs. Renny (Susan) Bice and Mrs. Peter (Deborah) Barnett; two brothers John Harper (Audrey) and Robert; a sister, Beulah Phelix; nine grandchildren; and two great-grandchildren.

A brother Victor Harper and two sisters Audrey Hazelton & Irene Backus predeceased him.
