The son of Samuel & Susannah (Railing) Wolf, in 1860 he was a laborer living in Mifflin Township, Cumberland County, Pennsylvania. He stood 5' 5" tall and had auburn hair and black eyes.

A Civil War veteran, he was drafted (say his military records although given he was underage, he more likely enlisted as a substitute) in Carlisle October 16, 1862, mustered into federal service at Chambersburg November 4 as a private with Co. K, 158th Pennsylvania Infantry (aka "Drafted Militia"), and honorably discharged with his company August 12, 1863. He also enlisted in Chambersburg January 27, 1864, mustered into federal service there February 10 as a private with Co. D, 187th Pennsylvania Infantry, and honorably discharged with his company August 3, 1865.

He married Caroline Elizabeth Souders and fathered infant (b. 09/26/66, d. 09/27/66), Susan Rebecca Jane (b. 10/04/67 - married David H. Russell and Charles A. Martin), Leonora Viola Ann (b. 01/06/70), Samuel Elmer Railing (b. 05/01/71), Henry Mowery (b. 03/29/73, d. 08/24/73), Franklin Levan (b. 08/24/74), Mary Alice (b. 04/01/77 - married Frank A. Coulson), Myra E. (b. 10/13/80 - married John B. Marquart), Florence Louisa (b. 06/16/83 - married a Negley), Frances Caroline (b. 04/02/89), and Joshua Roy (b. 12/28/92).

He died in West Pennsboro Township, Cumberland County, from "diffuse arteriosclerosis resulting [in] cerebral embolism or apoplexy."
