Son of Mary Bullard. On May 10, 1858, guardianship of Phillip was appointed to Frederick C. Dew.

Phillip married (1) Martha Jane Rogers, and (2) Louise Elizabeth Williams in 1903.

Louise contested Phillip's will which left her about 6 of his 456 acres. He had divided the remaining 450 acres among his surviving 9 children from his first marriage, and 1 child, Charles Woods Bullard, with Louise. It also appears that he had a daughter, Alice Naterlee Bullard, born after his death.

Mr. Phil T. Bullard, a well known citizen of Wahee, died in Columbia on last Saturday after a lingering illness and was buried at Shiloh Church on Sunday. Rev. Meetze conducted the funeral service.

Mr. Bullard was a frequent visitor to Marion and he has many friends here who will regret to know of his untimely death.
