He is survived by his wife, Chong Paek Carter of Jacksonville; his daughter, Casey Carter Kirkman and her husband Aaron of Sylva, NC; a step-son, Jeff Farr of Anniston; one sister, Elaine Winfrey and her husband David of Diboll, Tex.; one brother, C.M. Hall and his wife Vicki of Clyde, NC; and two grandchildren, Reagan Makenzie Hall and Leila Delphia Kirkman.
Mr. Carter was a member of New Hope International Church in Anniston. He graduated from Pisgah High School in Canton, NC in 1972. He was a veteran of the US Army and served his country as an MP officer during the Persian Gulf War era. He was a loving husband and father and will be greatly missed by all who knew him.
He was preceded in death by his parents, J.C. Carter, Sr. and Cathleen Hall Carter.
