Elvina was the 7th of 8 children of Ella Florina Kier Johnson and Joel Johnson. She was born while her family briefly lived in Payne County, Indian Territory. By 1904, her family had moved to Okemah, Oklahoma where her parents had a hotel and a furniture store but disaster struck the family in 1907 when her father died of a copperhead snake bite. Elvina was named after her grandmothers: "Elvina" for her paternal grandmother Elvina Dubois Johnson, and "Belle" for her maternal grandmother Matilda Belle Meserve Kier. However, she prefered to be called "Peggy". Peggy was widowed 3 times in her life. On Feb 17th 1921 she married Francis L Holland in Sapulpa, Oklahoma. Later she married Mr Brown who died young. . Then in 1950 she married Bob Cooper who died in 1962, 5 years before she did. She never had any children but she was a rare beauty and a wonderful person with a generous spirit. All of her nephews and nieces were very fond of her.

She died of blood clots from her leg that travelled to her heart and lungs. She was living in Springdale, Arkansas at the time. Her funueral was at St Matthews Episcopal Church in Sand Springs, Tulsa County, OK and burial was at Memorial Park Cemetery in Tulsa beside her husband Robert "Bob" Cooper. Her grave is not marked.
